Chicago regulates vacant buildings, and a fire damaged home nobody is living in is one.


For a single-family home or a residential building under ten units, the Department of Buildings requires registration within 30 days of the building becoming vacant, or within 30 days of your taking ownership, whichever falls later. A stalled construction site counts — if permitted work has stopped, it registers as vacant. A caretaker on site doesn't make it occupied.


The owner also has to secure and enclose the building immediately, post a sign carrying the registration number and owner contact details within 30 days, and keep insurance in force the entire time it stands empty.


Then the detail that catches fire owners. Under section 13-12-135, plywood is acceptable over openings for the first six months of vacancy and not after. Past six months, or at any registration renewal, the building must carry the enhanced security specified in the code. Violations run $500 to $1,000 per offence, every day counts separately, and the fines attach to the property as a lien.Registration fees double when the city finds you instead of you registering.

If a figure you find online says $700 or $300, that is the mortgagee fee under 13-12-126 — a different party and a different section of the code.

Chicago requires a wrecking permit to remove an entire building or substantially all of it above grade. Since August 2026 the city accepts demolition applications only from Chicago-licensed contractors or licensed expediters through its permitting portal — an owner cannot file one personally.


Applications need exterior photographs taken within the previous 60 days.
